Review of USAID's Role in Expanding Contraceptive Choice and Strengthening Health Systems

In this case study, Track20 analyzes USAID's role in commodity procurement, expanding contraceptive choice, and health system strengthening. Our review found that USAID procured over 50% of one or more contraceptive methods in many countries, prioritized service delivery to the hardest to reach populations, and supported data system improvements for progress monitoring. Track20 also developed a series of briefs to summarize USAID's contribution to commodity procurement in 42 countries between 2020 and 2024 and estimate the impact of commodities from all donors on select demographic and health indicators, and number of FP couple years of protection (CYPs). The briefs then compare that total impact to the estimated impact without the USAID-funded commodities to gauge what may be lost due to the cuts if other donors' contributions remain the same. However, as noted in Track20's case study in the FP2030 report, USAID funding often went beyond commodities to support health workforce and supply chain strengthening, making estimation of the broader impact difficult.
