Data Adjustments & Assumptions

The SS to EMU tool takes four types of FP service statistics data and converts them into estimated modern users of family planning (the numerator of the EMU).

This process for converting the raw data into Estimated Modern Users of Family Planning involves four adjustments that are made in the SS to EMU tool.  These adjustments are made to:

  1. Estimate “Current” FP Users in the year a service is provided
  2. Estimate the carryover of Long Acting and Permanent Methods (LAPM) users into subsequent years (as these methods continue to be effective for several years)
  3. Estimate “Historic” LAPM user (to account for services provided before the first year of available data)
  4. Estimate the complete market of family planning provision (to account for the fact that our input data may not represent all sources of family planning in the country)

In addition, some assumptions around specific types of service statistics data may aid understanding of how to adjust the raw inputs. The presentation below will provide an in-depth look at these adjustments and assumptions.
